Founded in 2023 by Julie Devillers and Camila Valencia, Devillers & Valencia is a law firm offering legal services in Canadian immigration law. 

Driven by a desire to put their expertise at the service of those facing migration challenges, they combined their skills to establish a client-focused, committed firm grounded in a personalized and innovative approach. 

Within a strong, cohesive team, they offer versatile expertise in economic, humanitarian, and Canadian citizenship matters, supporting their clients in both administrative applications and litigation.

Guided by a multidisciplinary approach to immigration law, they strive to develop thoughtful strategies through their practice, helping clients achieve tailored solutions that meet their specific needs.

About her

Camila Valencia is a lawyer of Colombian origin who has been living in Quebec since 2008. Her own migration journey has instilled in her a deep sensitivity to the realities faced by people on the move, shaping her passion for immigration law, the protection of fundamental rights, and issues related to international mobility.

Driven by a keen interest in international law and transnational dynamics, she first completed a bachelor’s degree in international studies (B.Sc.) at the University of Montreal in 2018 before pursuing law studies at the same university. During her studies, she participated in the Faculty of Law’s clinical internship program at the University of Montreal’s Legal Clinic.

After obtaining her law degree (LL.B.) in 2021, she completed her professional training at the Quebec Bar School in 2022. As part of this training, she completed an internship in immigration law, confirming her interest in defending the rights of migrants.

Convinced that the practice of law goes hand in hand with active community involvement, Camila is actively involved in various organizations and projects.

Since 2022, she has been a member of the Quebec Association of Immigration Lawyers (AQAADI) and is actively involved in its committee on Gender-Based Violence. She also collaborates with the AIJA (International Association of Young Lawyers), where she had the opportunity to participate as a panelist at the regional meeting held in Montreal in January 2025.

Committed to promoting access to justice, she has collaborated with Médecins du Monde to provide legal information to people in highly precarious situations. She has also given lectures to various organizations that support immigrants, with the aim of making legal information more accessible to all.

In October 2023, Camila co-founded the law firm Devillers & Valencia alongside Julie Devillers. Essentially practicing in immigration law, the firm stands out for its multidisciplinary approach to law, combining legal rigor, human support, and innovation.

Since September 2025, she is a board member of the Clé pour l’intégration au travail des Immigrants (CITIM)  contributing to the sharing of legal information with its members as she will also host conferences for the CITIM to make legal information more accessible to all in 2025 and 2026.

About her

A passionate and committed lawyer, Julie Devillers has built her career around a central guiding principle: defending human rights and providing accessible legal solutions to those who need them most.

Originally from France, Julie holds a dual French-Spanish law degree (Licence-Grado) and a Master 2 in comparative international law. She studied at Toulouse 1 Capitole University and the Autonomous University of Barcelona. Her interest in social justice emerged early on, particularly through a European education project on combating violence against women, funded by the European Commission and presented in secondary schools.

Her Quebec adventure began during an exchange program at Laval University, which convinced her to pursue her career in Canada. After completing her equivalency program at the University of Montreal, she was admitted to the Quebec Bar in 2020 and completed her internship in immigration law.

Today, her practice is distinguished by its versatility: economic and humanitarian immigration, international adoption, criminal law, and litigation. Her human and strategic approach is based on solid expertise and a deep commitment to defending vulnerable people.

Julie has been a member of the administrative board of the AQAADI (Quebec Association of Immigration Lawyers) since 2022, where she is actively involved in representing immigration lawyers before political and judicial bodies. She also collaborates with the International Association of Young Lawyers (AIJA) and was a panelist at the New York Bar Association’s Labor and Immigration Law Committee conference in 2023.

True to her values of sharing and community engagement, she has worked with Médecins du Monde to provide legal information to people in highly precarious situations.
